Video program entries in
NewView must provide program distribution rights specified as follows:
 |
Electronic Transmission
Rights for unlimited transmissions during the school year must be available for all
programs presented at no additional charge. Unless otherwise agreed to, these
transmissions are intended for school off-air use only. |

School Off-Air Record & Use
Rights
Record and use rights for at least (7) days must be available at no extra charge for
programs presented. Year-long off-air record rights must also be available, and any
charges for these rights must be clearly specified. |

Cable Origination (Non-simultaneous
Schedule)
Rights for educational cable channels, serving all or some of the leasing agency's student
population, must be available, and any charges for these rights must be clearly specified.

Duplication/Distribution
Rights that provide for non-broadcast tape distribution of programs, for the student
population covered in the lease agreement for the series or program, must be available,
and any charges for these rights must be clearly specified. This right does not include
hard copy sales or rental. |

Entries with limited rights may be eligible for entry in
the NewView Limited category.

Distributors must submit a Distributor’s Policy and Pricing (DPP) form online for video program entries specifying a firm program leasing price structure and firm policy on all rights, by the FIRSTVIEW 2001 entry deadline of June 1, 2001 and agree that:

Prices and policies as stated on the DPP cannot be changed to the detriment of buyers for the year following the June 1st deadline. This requirement excludes charges for other services over which the distributor has little or no control, such as the cost of tape stock and dubbing, and printing. |

Distributors must offer a regional collaborative lease discount and specify any additional discount schedules on the DPP, and these discounts must apply to all programs presented at the screenings unless the programs are offered at no charge. |
 |
Programs presented must be available for use during the Fall semester of 2002 and/or the Spring semester of 2003. |
 |
The availability or non-availability of closed captioning must be indicated on the Program/Series Information form.
The following information must be specified on the Program Series Information form: |

The Producer

Original production date.
-
First TV release date.
-
If available to the intended audience from another source of national electronic transmission.

What, if any, International Rights are available for the entry.

| Supplemental Support Materials |

Support Materials
(All must be present to qualify
as a NewView Entry)
 |
Programs or
series will be eligible only if instructional support materials
designed to facilitate use by the intended users are available or in
development.
|
 |
A realistic working copy of the support materials
relating to the video presentation must be available at the
screening for registered participants to review. |
 |
Support materials must be available August 1, 2002 for
first semester use or December 1, 2002 for second semester use. |
 |
Prices for support materials available for purchase
must be accurately stated both online and in any material
distributed at the screening. If exact prices are not known, price
ceilings must be stated.

Other Materials/Services
 |
The availability and the terms of use, and any costs of
other supplemental support materials or services may be indicated
online and/or in any material distributed at the screening.

 |
Print materials for distribution during the screening may
not exceed 8 ½ " x 11" in size. The name of the distributor should appear
on each sheet. Oversize materials may be displayed on
exhibit tables. |
 |
Content containing
language or situations not appropriate for classroom use
should be “flagged”
on the PSI form.

 |
FirstView/SatScreen
Advisory Committee members are not allowed to endorse
product (except their own) by wearing apparel or displaying
promotional items. |

 |
No program screening will take place
except in the official program screening room during
official program screening times. |
 |
Distributors
may not have entertaining suites where viewers may be
distracted from other presentations. |
 |
Presentation of instructional programs and/or educational
software is the responsibility of the distributing agency or an appointed representative. |
 |
"Orphan" materials mailed in, with no appointed
representative to present them, will not be presented. In the event of extenuating
circumstances, the case for an exception may be presented to the FIRSTVIEW/ SAT SCREEN
National Planning Committee for a final decision. |
 |
Previews will be screened
with large screen projection video equipment. Video presentations must be provided on BETACAM SP
broadcast quality NTSC format videocassettes. If not in that format, expenses
to re-dub prior to the screening will be charged to the
distributor. |
 |
Presentations may be pre-produced on video, if the
distributor representative is in attendance at FirstView. |
 |
Presentations, whether in person or pre-produced on
video, can only deal with official entries. Anything handed out in
the screening room must relate specifically to official entries. |
 |
Presenters are encouraged to show full programs or program
segments as opposed to "promos." "Promos" or composite tapes are not
eligible for SAT SCREEN 2001.
