Glossary of Terms

This glossary includes general explanations of terms used in sections of a Distributor's Policy & Pricing form (DPP) and Program /Series Information (PSI) forms required for all FirstView/SatScreen entries. Each Program Distributor's page includes links to their policies and pricing information.  Any exceptions to their policies and pricing are noted on individual Program/Series Information (PSI) form pages.

Program Lease Type

The scope and period of program distribution rights conveyed in a lease/license agreement
Statewide Lease A lease including total statewide K-12 student population
Single Agency Lease A lease for a single station or educational agency serving a specified K-12 student population
Multiple Agency Lease A lease including more than one agency serving less than the total statewide K-12 student population
Lease Period The specific period of time for which a lease is offered
Multi-year Lease Period A lease offering use for more than one year

 

Electronic Transmission

The means offered by a distributor to a leasing agency to provide programs to schools
Broadcast (simultaneous cable) An open-circuit television signal (including simultaneous cable carriage of the signal)
Cablecast (non-simultaneous) A cable television delivery separate from broadcast (non-simultaneous)
ITFS (Inst TV Fixed Service) A class of microwave service reserved for education requiring special receive equipment
Closed Circuit A transmission signal accessible only by receivers included within a closed circuit system or network
Satellite Origination An uplink, satellite transponder and downlink system

Program Use Guidelines

Limitations to unrestricted use of programs, usually determined by the copyright holder
Plays/Runs The number of times programs are transmitted during a lease or specified period
Days/Times The permissible days of the week and/or time periods that programs may be transmitted
Block Feeds More than one program in a series scheduled consecutively
Program Clip A segment of a program used to emphasize use or create awareness of the program or series
Program Editing Altering a program from its original production

 

Other Distribution Rights

Additional use rights the leasing agency can convey to schools or school districts
Off-air Record the right to record a program on videotape delivered via electronic transmission
Central Record Sites School Districts, Regional Education Offices, etc., recording programs off-air for schools
Program Duplication Using a master tape to make a copy of a program
Duplication Agency Any agency or site where programs are duplicated
Distribution Agency Leasing agencies or other agencies authorized to distribute videotapes
Videotape Distribution Physical distribution of programs recorded on videotape
Make-good Copies Distribution of recorded programs not transmitted as scheduled to schools due to technical difficulties
Tape Retention Period The period of time recorded programs can be retained - usually concurrent with the lease period.
Re-transmission The right for schools to electronically re-transmit programs originally recorded off-air.

The options offered by a distributor for leasing agencies to obtain, access or acquire leased programs
Satellite Feed Schedule of programs carried on satellite for downlinking by leasing agencies
Master Tape Loaners Broadcast quality pre-recorded tapes loaned to a leasing agency for creation of a local master tape
Pre-Recorded Tapes Broadcast quality pre-recorded master tapes offered for purchase to a leasing agency

 

Termination & Retention Policies

Policies specifying actions required of a leasing agency at the termination of a lease
Termination of Lease The end of a lease period
Certificate of Erasure The document that verifies erasure of programs by leasing agency and/or schools
Life of Tape Retention The purchase of rights for retention of recorded or duplicated program(s) for the life of the tape

 

Lease Purchases & Discounts

The options offered by regional networks and distributors for purchasing leases
Regional Collaborative Lease A group purchase with discounted lease costs for members of regional networks
Regional Discount A discount from distributors required by regionals for product to be in a regional buy
Group Discount A discount from distributors based on the number of buyers in one regional leasing one series
Volume Discount A discount from distributors based on the number of programs leased by one buyer
Multi-year Discount A discount from distributors based on the number of years a series is leased at one time
Direct Buy A lease between a distributor and a leasing agency

 

Lease Fees

Total of fees less applicable discounts payable for use of a program or series
Lease Fee Formula Used to calculate lease fees, usually based on a per program rate plus a student population fee
Students - ADA Average Daily Attendance, usually based on specified day of attendance, varies from state to state
Students - K-12 Total K-12 student population, usually based on school housing or census reports

 

Program/Series Information

Additional information about a program/series
Distributor The copyright holder or its agent offering program use rights
Closed Captioned Programs encoded with captioning accessible by decoders
Producer The production agency - usually the copyright holder
Original Production Date The date program/series completed
First TV Release The date program/series first released for television broadcast
Other National Distribution Offered to the intended audience via other national electronic distribution agencies
International Distribution Offered by a Distributor to International Markets

Information available from distributors for use with a specific series of programs
Teacher Guides Support materials designed to facilitate effective instructional use by teachers
Abstract Rights The right offered by a distributor to create an edited summary of a teacher guide
Reprint Rights The right offered by a distributor to reprint a teacher guide
User Guides Support materials designed to facilitate effective instructional use by students or parents
CAI or CBI Software Computer-assisted instruction (CAI) or computer-based instructional (CBI) lessons
MARC Records A standardized, machine readable, cataloging information system
Laserdisc Programs distributed on a read-only playback videodisc
CD-ROM Programs distributed on a read-only CD computer disk
On-Line Services Information available electronically via a computer network
